The partners of the CARIBBEAN INTERREG programme – Energy Transition in the Caribbean (TEC) are hosting the first meeting of the steering committee of Guadeloupe’s Electric Vehicle Strategy.

  • Launch of Guadeloupe's Electric Vehicle Strategy

Issues relating to travel modes with predominance of private vehicles alongside a high-carbon electric mix, are forcing us to rethink our travel behaviour. To this end, the Regional Council of Guadeloupe is engaging in various deliberations. On 16 March 2022 Sylvie VANOUKIA, president of Guadeloupe Regional Council's energy committee, had the pleasure of opening the first meeting of the steering committee of Guadeloupe's Electric Vehicle Strategy (SDVP). Around thirty regional players came together for this morning of discussions to see a presentation of the SDVP's first results and to discuss the steering committee's structure.

  • Key figures on sustainable mobility in Guadeloupe

In 2020 there were 230,000 vehicles in Guadeloupe, including 200,000 private vehicles. In the same year 400 electric vehicles (EV) were in circulation as well as  et 150 plug-in hybrid electric vehicles (PHEV). These figures were much higher in 2021, increasing by 77% and 10% respectively. The figures show increasing interest in low-carbon emission vehicles among people of Guadeloupe. This increase has been boosted by introduction of financial aid for users, and a number of other support measures are still under study within the framework of Guadeloupe's EV strategy. 

  • Jobs impacted but the transition to low-emission carbon vehicles in Guadeloupe

In 2020, the constantly-growing transport sector accounted for 7,575 employees and 1,517 organisations in Guadeloupe.
The sector's move towards more sustainable mobility inevitably has an impact on transport-related employment. Work led by the Regional Council of Guadeloupe within the scope of the ETC project indicates which occupations are most impacted by this transition (from the most affected to the least affected) :

  • Car maintenance and repair,
     
  • Fuel retailing,
     
  • Short-term vehicle rentals,
     
  • Automotive equipment retailing,
     
  • Teaching in general and technical secondary education.

 

  • Scenarios put to the vote of the steering committee members for the development of electric vehicles in Guadeloupe

Various scenarios for the development of EVs were presented to the members of the steering committee :

  • A trend scenario based on national data – Scenario 1
     
  • Two trend scenarios based on local data (including or excluding car sales forecasts for the year 2021) – Scenarios 2  and 2bis
     
  • A 2023 and 2028 Guadeloupe Energy Roadmap – Scénario 3 

Following discussions, scenario. This scenario takes into account the increase in the number of EVs and PHEVs in Guadeloupe between 2011 and 202, car sales forecasts for 2021, and a continuation until 2030 of thee past and current trend towards these vehicles. Hence, the scenario estimates that 11,000 EVs and 4 000 PHEVs out of a total of 260,000 vehicles will be in circulation by 2030 and that at least 215 additional charging stations will be installed.

  • Consultation workshops

In the framework of the SDVP, the Regional Council of Guadeloupe wishes to organise consultations between the region's elected representatives and its institutional and economic partners, iii order to feed discussions on specific topics such as the political context and orientations, the regional network of EV charging stations (EVCS) and the plan of action to be adopted.

  • Launch of Phase 3

With the adoption of the Scenario 2bis, the  3rd phase of the project can be launched: Regional Network of EV charging Stations in Guadeloupe 

The 3rd phase will be carried out in 3 stages :

  • Mapping of EV charging stations in Guadeloupe,
     
  • Socio-economic analysis of the zones concerned,
     
  • Ensuring the technology used by the charging stations to be installed matches the needs that are to be met.
